Some history of Emancipation in the DMV
In 1862, before Lincoln signed The Emancipation Proclamation, Congress freed all slaves in the District, compensating slaveholders, such as the owner of Peirce Mill. The Emancipation Proclamation freed slaves in Virginia in the beginning of 1863, but Maryland (as a Union State) was exempt from the proclamation. Maryland’s action to free slaves followed nearly two years later, on November 1, 1864 .
